Effectively, this means that about half of the goblins present on Maru eventually agree to evacuate.

The dwarves didn't go so well, either — with a failure of another 3, they're lucky to convince two or three dwarves to evacuate — they'll be getting plenty of jeers from their brethren as they gather their things, branding them as traitors to the Rockseeker name for leaving their precious forge behind.
Trying to put any stubborn Maru inhabitants to sleep isn't all that effective, either — with yet another unfortunate 3, they're only able to add another two dwarves to their evacuation roster. This is just a tiny sliver of the dwarf population on Maru, but you've done all you can. You're running out of time.
3. Here's how the evacuation played out:
○ Komaeda's luck didn't kick in, but you were able to roll an on-the-nose 12 anyway. A stiff breeze from the storm it kicks up will be enough to safely guide evacuees down.
○ There were not enough treats for Minato to get down, and unfortunately, he perishes. Someone will have to collect him and send him back to the Base for revival — he'll also suffer a penalty, losing something. What that winds up being is up to you. Kaede, however, has enough treats to get down safely.
○ Your overall evacuation plan went great, however! With a 19, every single dwarf and goblin who agreed to go with you makes it down to the ground safely, and you will be able to wrangle everyone to Phandalin.
