I hope this isn't a completely weird direction to pursue. But yeah, I do think Zelda would like to help Lucas out with the logistics and such, at least until he tells her she should be on Maru. That's the kind of work she feels she's best at. But when he points out what she should be doing, she'll try to ask him a little more about Reclaimers and relics. Like why are Reclaimers the only ones who can handle the grand relics? What are the relics, besides weapons of destruction? She'll admit to Lucas that she's... rather new to the Bureau.
So are there other people from the Bureau who are helping collect materials, or are the Reclaimers expected to do a lot of that labor? Zelda has about ... zero experience with manual labor and is probably more of a liability than an asset on that front.
