Theoretically, there's nothing stopping you from attempting to steal it more than once. Time does, however, have a way of course correcting events the way that they're supposed to be. We'll assume that you're looking to do an RNG roll on the attempted success. We'll deal with the consequence of those actions when the... ugh, time, comes.
And yes, as you become more aware of the loops and repeating the same steps, we would assume that you'd be able to do the same things you did before with a little bit more dexterity. Studying a building's hallways, for examples, becomes a lot easier when you run the same halls over and over again until they're like the back of your hand. Keep in mind though, that NPC's won't be static for all 7 hours of the loop, which will continue on regardless of how slow or fast you manage to do something, if it affects one.
